Meet Dustin Smith, CSP.

A safety professional who can also read your insurance like a CFO and build your software. That combination is the whole reason State 28 exists.

Dustin Smith, CSP, founder of State 28 Safety
The founder

Safety, strategy, and software, all in one leader.

Dustin Smith founded State 28 Safety to do what most safety firms and insurance brokers can't: reduce the true cost of risk while building the systems that keep it that way. With 13 years of industry experience, he operates at the intersection of workplace safety, financial strategy, and technology.

Most safety consultants stop at a binder. Most brokers stop at an insurance quote. Dustin goes further. He develops safety programs that help reduce claims, holds the Texas license to place the coverage, and builds the software crews actually use in the field. The result is fewer handoffs, one accountable expert, and a safety program that delivers measurable results.

Beyond his work, Dustin is a devoted husband and proud father of three. His commitment to protecting people extends beyond the jobsite: it's a value that shapes both his family life and the way he serves every client. He believes the best safety programs aren't built to satisfy regulations. They're built to protect lives, strengthen businesses, and create lasting success.

What the credentials actually mean for you

The letters matter because of what they let Dustin do that a faceless firm cannot:

  • CSP (Certified Safety Professional). The board-certified gold standard in the safety field, verifiable through the Board of Certified Safety Professionals. It means the person building your program has earned the top credential in the industry, not just a weekend certificate.
  • CHST (Construction Health & Safety Technician). Board certification focused on the realities of construction and industrial job sites, where the risk and the workers' comp exposure are highest.
  • Licensed Texas P&C agent. Dustin can place your commercial coverage, not just advise on it. That means the person lowering your risk is the same person handling your policy, so the savings actually reach your premium.
  • MBA, Finance. He reads your premium and your loss runs like a CFO, because a lower EMR is ultimately a financial outcome, not a compliance one.
  • Veteran-owned. State 28 is a veteran-owned business.
