Lower your EMR. Lower your premiums. Keep them there.

State 28 cuts your workers' comp cost, builds the safety program that keeps it down, and gives you a branded app to run it all. One certified operator, not three vendors who don't talk to each other. Led by Dustin Smith, a Certified Safety Professional and licensed Texas insurance agent with 13 years across oil & gas, construction, wind and solar, manufacturing, and fleet.

Serving DFW and nationwide. Veteran-owned.

Most firms sell you a binder. We change the number on your premium.

Safety consulting, insurance placement, and the software to hold it together, from one certified operator instead of three vendors who don't talk to each other.

01

Cut the cost

We start with an EMR and claims review, then drive the experience modifier down so your workers' comp premium follows it.

02

Run the program

We build and manage the safety management system that keeps your mod low: training, audits, claims control, OSHA-ready documentation.

03

Own the app

You get a branded safety app, built by us, so your team runs muster, reporting, and alerts from one place you actually own.

The system, made real

Your safety program, in one app you actually own.

The "system that does it all" isn't a slide. It's live software we build and run: real-time personnel accountability, incident reporting from the field, instant alerts, and multi-site dashboards, branded to your company.

  • Real-time muster and headcount when it matters most
  • Field incident and hazard reporting from any phone
  • Instant mass alerts by text and push notification
  • Multi-site dashboards and OSHA-style documentation

What contractors ask before the first call.

What is an EMR rating and why does it matter?
Your Experience Modification Rate (EMR) is a number that compares your workers' compensation claims history to others in your industry. An EMR of 1.0 is average. Below 1.0 means you pay less than average for the same coverage; above 1.0 means you pay a penalty. Because your premium is multiplied by your EMR, lowering it directly lowers what you pay, and many general contractors won't let you bid a job with an EMR above a set threshold.
How much can a lower EMR actually save?
It depends on your payroll, current mod, and loss history, but the savings scale directly with premium: cut the modifier and the premium follows. Our free review gives you a specific, defensible number for your business rather than a generic figure. The estimator above is a directional starting point.
How long until I actually see the savings?
Your mod is calculated on roughly three years of payroll and loss history, so it moves over one to three policy years rather than overnight. The safety and claims work starts protecting your next mod right away, and we show you the realistic timeline for your specific situation in the free review.
Why would a licensed insurance agent want to lower my premium?
Fair question, and the honest answer is our model. We lead with the safety work that reduces your total cost of risk, and we earn on the long-term relationship of running your program and your software, not on maximizing a single premium. Lowering your EMR is how we prove the relationship is worth keeping.
Do you work outside of Texas?
Yes. Safety consulting and the software are delivered nationwide. Insurance placement is offered where we are licensed. Tell us where you operate and we'll confirm what we can do in your state.
What does a custom safety app include?
A branded application you own: real-time personnel accountability and muster, field incident and hazard reporting, instant mass alerts by text and push, and multi-site dashboards, published under your company on the App Store and Google Play. It's the same system we use to run your program, in your hands.
